The City of Caldwell Urban Renewal Agency held a workshop on October 13, 2026, to review two responses to an RFP for a hotel development on a downtown Main Street parcel. The RFP was issued June 24, with proposals due August 17; two complete submissions were received. Staff’s first-round rubric scores averaged 63.5 and 65.3 out of 100. The teams—DeChase Mixes and Borum LLC—presented concepts, and commissioners questioned them about financing, parking, feasibility, design, and downtown benefits. No selection or spending decision was made, and no vote or motion was taken; the agency expected to reconvene for a final decision on October 26 at 6 p.m.

DeChase Mixes proposed an 88–112-room boutique hotel with restaurant, retail, and meeting space, relying in part on nearby shared parking rather than an on-site garage. Its presentation compared estimated annual community investment of about $11 million for the larger concept with about $6 million for a reduced, 66-room version, and discussed roughly $3 million in public participation, without an award or commitment. Borum LLC proposed a mixed-use hotel and multifamily project with structured parking and said project feasibility would depend on financing and other economic conditions; its development adviser cited access to 3% financing as critical. Staff advised commissioners and proposers to direct follow-up questions through the URA executive director and avoid direct contact to help maintain a fair, transparent selection process.
