The Salinas City Council meeting of October 13, 2026, included procurement and capital-project updates alongside emergency-preparedness business. Council unanimously adopted the updated City Emergency Operations Plan, directing staff to review it annually, update it after activations and exercises, and conduct a comprehensive review every three years. Officials said an emergency declaration can streamline emergency procurement and give the city manager latitude to execute contracts for emergency projects; they also noted that roughly $5 million in FEMA reimbursement for prior work remains outstanding, with no guarantee or firm payment timeline. In response to a question about California’s new best-value contracting law (AB 1786), staff said the city already reviews bidders’ relevant past performance and would consider formalizing or updating its procurement policy.
Council also unanimously approved the consent agenda, including items discussed for recreation-facility work and CIP 9612.03. For CIP 9612.03, staff said the bids received were unusually far apart from the $530,000 engineer’s estimate, and required documentation was incomplete; the city is closing out the bid and plans to advertise the work again, likely by the end of October. The project combines abatement and demolition, with timing dependent on weather. Staff gave a rough, still-unvalidated estimate of $2.5 million for a subsequent employee-parking-lot expansion. For the recreation facilities, staff described remaining work at one facility—including termite fumigation, window replacement, and a monument sign—and upgrades at the Firehouse Recreation Center, including ADA restrooms and improved amenities for seniors. A council member raised concern about 34 change orders on one project. Public comment questioned a contractor’s suitability, but no vendor award or new contract amount was identified in the discussion.
