The City of Panama City Planning Board met on October 12, 2026. The board unanimously approved two variance requests: one allowing an accessory structure to exceed the 60% size limit, and one allowing a proposed pole barn at 3120 West 23rd Street to have a five-foot rear setback instead of the required 20 feet. It also unanimously approved a land-development-code amendment allowing recycling centers in light industrial districts while excluding properties within 1,000 feet of St. Andrews Bay and its tributaries. A separate motion directing staff to develop impact-analysis requirements for uses in light industrial districts also passed; the proposed language is to return to the board as an ordinance. No contracts, vendor selections, spending allocations, or other procurement activity were identified.
The board tabled a proposed reduction of the Gateway Overlay from 400 feet to 200 feet along roadways, asking staff to assess which roads or segments should have each boundary. The board continued its review of the comprehensive-plan update without taking final action, requesting a list of policies related to resilience and discussing future visioning and possible local-code updates. Review of the transportation element was deferred to a future meeting.
