The City of Panama City Commission meeting was held October 13, 2026. The Commission approved several funding and project actions: it accepted an $800,000 state grant for a stormwater master plan, with no City match required; approved a $2,000.86 increase to the TK Vandy LLC contract, bringing it to $238,110; and recognized $167,465.91 in contractor reimbursement for Drake Avenue intersection repairs for reallocation to the divisions that incurred the costs. It also adopted a Parks, Culture and Recreation capital improvement plan to support grant applications, including the Robert and Mary Kayne Park project. The Commission approved waiving $5,220 in fees for the Bay County Veterans Day Parade for 2026 and 2027. For the 2215 East 3rd Street cottage-court RFP (PC26-44), commissioners selected Marco Design LLC’s proposal by a 5–0 vote; staff will return with a sales contract reflecting the submitted proposal. The Commission also directed staff to bring multiple candidate properties for similar development and to discuss how future projects could address housing affordability.
The Commission voted 3–2 to rebid the marina slips project, keeping contractor qualification requirements while changing the project scope; the decision followed litigation over the earlier bid process. It approved a two-year nominal-rent ground lease with Canaan Development Group LLC for City-owned property at 1332 Martin Luther King Jr. Boulevard, and approved the sale of CRA-owned property at 1342 Martin Luther King Jr. Boulevard to American Legion Post 424 for $6,100, conditioned on improvements within 36 months or reversion of the property. The Commission also directed staff to develop a pension-review plan, including whether an RFP would be appropriate, and approved a January report and an April full exercise addressing a statutory 10% cost-reduction requirement while protecting essential services. A proposed Grace Avenue abandonment’s second hearing was postponed to November 17 so staff can conduct a traffic count and follow up on parking arrangements.
