The York County Planning Commission meeting on October 12, 2026, approved two rezoning requests. The first concerned a 22,000-square-foot parcel at 228 Ridley Street in Rock Hill: the commission approved rezoning it from UD to RMX-10 to allow subdivision and construction of two single-family homes. The second, for Patricia Page Living Trust, was approved to remove ID zoning and facilitate combining the parcel with adjacent land; the owner has no current plans to develop it and intends for it to remain vacant. No contract awards, bids, or spending decisions were identified.

The commission also discussed the school district’s intention to establish impact fees on new residential development. Members asked for a forthcoming TischlerBise study or presentation to clarify which facilities and costs may be included under applicable law, including athletic facilities, buses, parks, and stadiums, and how fees may vary by housing type, including manufactured and mobile homes. Staff agreed to relay the comments and prepare for further discussion at a future meeting; no consultant procurement or fee policy action was approved.
