The Cleveland City Council Municipal Services and Properties Committee met October 12, 2026. It approved a two-year lease, with one two-year renewal option, for the Famicos Foundation to operate the city-owned Five Points/Colin Woods Community Center for $1 per year. The city will handle major repairs and Famicos minor maintenance; staff agreed to provide the committee with the cityโ€™s maintenance spending on the building over the past five years. The committee also approved, as amended, legislation removing the $3,500 cap on utility easement payments so the Public Utilities director can execute easements at fair market value based on an appraisal. The department said the cap had delayed or altered capital projects; it will pay the easement costs, and council members requested information on annual costs and budgeting.

The committee reviewed an annual vehicle purchasing measure for Public Works and utility divisions, typically $9โ€“12 million from enterprise funds, for replacement vehicles and equipment; members requested a fleet inventory and condition information, and discussed disposal of retired vehicles through GovDeals. Road projects included Wade Park Avenue improvements estimated at about $12 million, with a $165,000 local match, and Stokes Boulevard resurfacing estimated at $4.7 million, including $900,000 in local bonds. Amendments limiting the use of future road-and-bridge bond funds passed; Stokes was approved as amended. The Warren Road bridge deck replacement and freeway-ramp work were described as fully ODOT-funded, with the ramp project estimated at $3.7 million. The committee also received, but did not vote on, proposed waste-collection ordinance changes concerning citations, penalties, waste-hauler fees, and enforcement. These included a proposed $1,000 fleet fee and $150 waste-hauling fee.
