The Billings City Council regular meeting on October 12, 2026, approved several procurement- and property-related items. On the consent agenda, which passed with one dissenting vote, the council approved an airport advertising, marketing, and consulting contract amendment involving Kinetic; staff described an approximately $87,000 amendment and reported that the vendor had met annual performance goals. The council also approved a state-funded Highway Safety Grant of nearly $150,000 for the Adult Misdemeanor Treatment Court. A proposed roundabout costing more than $400,000 was discussed in response to questions about a consent item. The council approved the first-step resolutions to dispose of the Beartooth parcel, Career Center Park, and Wilson Park; these actions authorize proceeding with disposition but do not determine the final method or buyer.
The council approved a purchase-and-sale agreement for Lampman Park with Kyle Kunkel for $834,800, above the $825,000 asking price, subject to mapping the property as Urban Residential Limited/N2. Three offers had been received, and a motion to pause the sale for 30 days and allow all bidders to resubmit was defeated 9–2; concerns were raised about the bidding process and neighborhood traffic and safety. Staff said park-sale proceeds could support one-time Parks, Recreation and Public Lands costs, with a future council action needed to amend the allocation. The council also conditionally approved annexation of approximately 52 acres held by JMS Holdings, along with the annexation agreement, which requires improvements to the developer’s portions of Hesper Road and South 48th Street West. Other actions included first readings on accessible-parking code changes, including a proposed $200 vehicle boot fee, and an ordinance allowing the Human Relations Commission to set its meeting date and time on its webpage.
