The Chula Vista Elementary School District Board meeting on October 14, 2026, included several procurement and spending matters. The board approved the Raptor visitor-management contract renewal and the HopSkipDrive transportation contract renewal; the latter includes a 3% increase and was described as the final renewal year. HopSkipDrive is used for certain students—including some attending nonpublic schools and foster or homeless students—when district transportation cannot meet the need. Members raised concerns about the Raptor system’s effects on staff workload and visitor bottlenecks, and classified employees asked to discuss those impacts with the district. The board also approved consent-calendar items including a classified healthcare-related agreement featuring a one-time payment, a teacher attendance-recovery program paying $75 per hour, and a teacher-residency program offering stipends of $30,000 to up to 10 participants. A staff item was withdrawn for further review of immediate school-bus heat measures and possible funding sources. The board passed a resolution supporting Proposition 3 by a 3–1 vote, with one abstention; speakers and board members cited an estimated $32.5 million in annual district funding at risk if the measure fails.

Two charter-renewal hearings were informational only, with votes deferred to the next month. Mueller Charter School reported an approximately $36 million campus modernization project, including about $18 million in state Proposition 2 funding, district contributions, and up to $10 million from its reserves; proposed work includes a gymnasium, updated food-service facilities, and replacement of portables. The presentation also noted a projected reserve exceeding $18 million. No board approval of that project occurred at this meeting. Leonardo da Vinci Health Sciences Charter School also presented its renewal request, with supporting financial appendices and additional academic data requested before the next meeting. No other specific contract amounts were provided for the Raptor or HopSkipDrive renewals.
