The City of Independence, Missouri, City Council held a study session on October 12, 2026. The council voted 6-0 to reorder the agenda so Congressman Emanuel Cleaver could present an update on the 21st Century Road to Housing Act. He described provisions intended to expand housing options, including manufactured housing reforms, federal pilot programs, and potential increases in CDBG allocations for entitlement communities with innovative housing plans. He also noted that cities must post municipally owned property online. In response, the mayor asked staff to begin reviewing zoning impediments to manufactured housing, and the city manager agreed. Council discussion of a utility-meter opt-out resolution produced no decision; the item may return for future discussion.

Staff reviewed a proposed $19.9 million general-obligation bond question for historic-site renovations and a 20-year business plan, which will go to voters on November 3; the city emphasized that the amount is an authorization ceiling, not a commitment to issue the full amount. Reported project estimates included about $6.6 million for the Bingham-Wagner Estate, just over $1 million for the Vaile Mansion, and roughly $750,000 for the Logan Courthouse. Oversight reports covered stormwater projects, including more than $10.5 million in grant funding, and street improvements, including a $55 million voter-approved bond program, about $33.6 million budgeted for future projects, and nearly $50 million in expected grant reimbursements. Reported contracts included the 24 Highway project with Burns & McDonnell (city share about $2.6 million; total project about $15.3 million), Truman Connected Phase One with J.M. Fahey, a $6.2 million 2026 overlay contract with Superior Bowen, and a $156,520 Valley View Parkway design contract with Wilson & Company. No new procurement awards were approved at the session. Staff also presented proposed 2027 legislative priorities, including preserving local economic-development tools and sales-tax authority and supporting expanded affordable housing.
