Cleveland Heights City Council Committee of the Whole meeting, October 12, 2026: Greater Cleveland Regional Transit Authority (GCRTA) officials presented the agency’s financial outlook and potential service and capital plans. GCRTA said it is considering a 0.25%–0.5% sales-tax increase for a May 2027 ballot, with the final amount to be determined by its board; no council vote or endorsement was taken. Officials cited a projected $26 million shortfall from the authority’s one-month reserve target in 2029 and said additional operating revenue would help preserve and expand service. They also discussed a $435 million railcar replacement program, largely funded by federal, state, and other capital sources, along with possible route-frequency improvements and bus rapid transit projects. The Lee Road route was retained after a proposed cut was deferred. The presentation also covered fare capping and paratransit costs; no new transit contract award or purchasing decision was made.
