The Sparks City Council meeting on October 12, 2026, approved two grant actions. Council unanimously ratified acceptance of FEMA hazard mitigation grant AC6228 for $317,711.75, administered through the Nevada Office of Emergency Management, for targeted goat grazing to reduce fire fuels at the Truckee Meadows Water Reclamation Facility; a local match is required, with Sparks’ share described as approximately $37,000. Council also unanimously ratified acceptance of a FEMA SAFER grant totaling $910,228.91 over three years to support additional firefighter staffing. The city’s matching commitment is $565,817.98. Staff said the grant would help fund wages and benefits, while the city’s post-grant staffing costs have not yet been precisely estimated. No vendor selection or new procurement contract award was identified.
Council voted 4–1 to sponsor a regional plan amendment removing approximately 338.65 acres south of Clean Water Way from Sparks’ sphere of influence; this action sponsors the amendment rather than itself completing the removal. If the regional governing board approves it, planning and zoning authority would shift to unincorporated Washoe County. Council also unanimously approved a fire department collective-bargaining MOU amendment on squad staffing with no cost impact. Public comment included opposition to the Northeast Connector and concerns about development and public-land issues.
