At its October 12, 2026 meeting, Spartanburg City Council approved the 2026 street-resurfacing bid to Rogers Group, the responsive low bidder among four, for $1,578,389.02. The project is expected to take about 60 days, with work scheduled to begin at the end of October and finish by November 30; funding will come from the penny sales tax and County Transportation Committee funds. Council also approved a resolution implementing previously approved tax-related provisions for the Wheelhouse mixed-use development at Broad and Spring streets, and accepted approximately 1/20 acre of property on Highland Avenue for a planned neighborhood buffer and corridor enhancement.
Council received an informational presentation on a proposed Morgan Square redesign, with an estimated total cost of $18.2 million, expected to be financed primarily through a hospitality-tax bond using capacity from retired debt; no vote was taken, and related actions may come before council on October 26. The proposal includes expanded public space, landscaping, trees, water features, and accessibility improvements, with construction potentially beginning in 2027. Staff also announced a $2.1 million HUD award for lead-based hazard mitigation in older housing. No vote on that funding was reported.
