Boise City Council work session, October 14, 2026. The council approved six interim budget changes: $133,000 for the Broadway Avenue–Federal Way pathway’s second design phase (93% federally funded); removal of the FY2027 appropriation for the 8th Street block after advancing $2 million into FY2026; a $280,000 Fleet Fund revenue and expense adjustment and $7,000 Municipal Irrigation Fund adjustment; transfer of $650,000 to the West Boise modular building project; transfer of $1.6 million to begin design and construction planning for secondary clarifier rehabilitation at the Lander Street Water Renewal Facility; and recognition of a $50,000 grant for the Youth Climate Action Fund. The council also affirmed Parks and Recreation’s direction to convert the courts at Oahui Park to 12 dedicated pickleball courts. The work session noted FY2027 funds were set aside for the conversion; staff will develop noise-mitigation measures, with further detail requested before implementation. No contract award or vendor selection was made.

Staff reported that Boise has secured more than $156 million in competitive grants since 2020, highlighting awards including $9 million for permanent supportive housing, $5.6 million for a future East-West connection in the Lake Hazel Corridor, $2.3 million for fire-station staffing, and airport, climate, and other infrastructure grants. The council discussed capacity to pursue and administer grants, but took no spending action on the report. Central District Health presented potential rat-response pilots, including a proposed $55,000 birth-control treatment for one neighborhood and a separate smart-trap pilot; the city indicated it would work with the agency on implementation, while the estimated $12,000 cost for commercial bait-station maintenance was discussed as an alternative to in-kind support. The council also reviewed a proposed nuisance-ordinance update covering rats and wild turkeys; it was expected to return for consideration, with no ordinance vote taken at this session.
