The Oswego County Legislature Finance and Personnel Committee met on October 8, 2026. The committee approved acceptance of a New York State Board of Elections grant (transcribed as $218,456) and a New York State Department of Transportation Innovative Mobility Initiative grant to expand transit coverage and establish a capital project; the latter resolution was amended to correct a figure from $869 to $896. Members also approved a $420,000 capital project for sheriff’s patrol vehicles, funded from the highway and automobile reserve. The discussion described 10 vehicles—five marked and five unmarked, including five fully equipped Ford Explorers—and highlighted deferred fleet replacement and the condition of older vehicles. A separate budget modification for repairs to the Oswego transfer station, funded from Solid Waste unappropriated fund balance, was approved.
Procurement and budget discussions also covered rising preschool special-education transportation costs: the county currently has one vendor responding to the transportation bid, and officials said they would consider rebidding if another area vendor is interested. The potential 2027 transportation cost was discussed as approximately $6 million, with members noting limited county control over mandated costs and partial state reimbursement. The committee approved a resolution concerning a countywide safety consultant whose annual fee rose from $59,000 to $79,000 following an RFP, and approved budget changes for contracted legal services. It also advanced a County Deputies Association agreement for final legislative approval; the overview cited a 3% salary increase and other contract terms. A proposed increase to elected county officers’ salaries failed. Procurement staff reported ongoing RFPs and bids and preparations to roll out changes to the electronic contract-management system.
