The city manager reported receiving responses to requests for information on possible uses of the former middle school as the Seward Community Center; the city is reviewing proposals and expects to bring back contracts. Council approved hourly rental fees of $50 for the gym and kitchen and $25 for the music room, classroom, and home economics room. The city attorney also described a move toward including draft service contracts with future RFPs so respondents can review contract terms in advance.

The council unanimously enacted Ordinance 2026-009, clarifying subdivision and development requirements, including underground electric utilities, paved streets, pedestrian facilities, and a process for considering alternative water systems; these provisions formalize many existing requirements and may affect development costs and proposals. Resolution 2026-085, authorizing a contract with Roger Hickel Contracting for the Lower Point wastewater replacement project using Clean Water Fund financing, was approved; the city reported receiving one bid. Resolution 2026-082 accepting a right-of-way dedication was also approved. No contract amount for the Lower Point work was stated.
