🏗️ Construction & Infrastructure 🚚 Transportation Physical Infrastructure Grants & Funding

The McDowell County Board of Education meeting on October 12, 2026, included a major update on the new elementary school project. The $42 million North Carolina Needs-Based Public School Capital Fund grant is supporting the project, while a separate $5 million Hurricane Helene remediation grant is funding work at a site across from Highway 70; soil excavated there is being reused to balance and raise the school site. Holland and Hamrick, selected through an RFQ, is developing the design, and DDI of Hickory was identified as the contractor awarded the site-work bid. Construction documents are expected to be ready for public bidding in January, with bids anticipated in spring 2027, groundbreaking in late spring or early summer, and completion projected for summer 2029. The district also reported that four metal detectors for McDowell High School were purchased using a $450,000 grant; detectors for the new school were discussed, but no purchase was approved. An activity bus purchase is planned for spring 2027 at an estimated $167,500 under the district’s every-other-year replacement approach.

The board unanimously approved increasing the mileage charge for both yellow buses and activity buses to a flat $2 per mile, with implementation discussed for after Christmas. The district said the adjustment is intended to offset rising fuel, maintenance, and replacement costs rather than generate revenue. The board also unanimously approved a transportation logistics technician position, to be funded by repurposing a position made vacant through retirement or resignation rather than adding to total staffing. The consent agenda was approved unanimously; no further procurement details were provided for its items.
