The West Memphis Utility Commission meeting on October 12, 2026, included several utility agreements and rate ordinances. The commission approved a new sewer connection and treatment agreement with County Improvement District 3 at $1.65 per 1,000 gallons, with provisions addressing excessive infiltration and inflow and advance notice of new large or industrial customers. It also approved updates to temporary construction water service rates and fire sprinkler charges, including increasing the temporary meter deposit from $1,500 to $2,400, and approved increases to sewer tapping fees to reflect current costs. Staff said the ordinance updates were identified while entering utility rules into the SpryPoint system. Utility office hiring is being deferred until the system integration is complete.
The commission approved the low bid for repairing and repainting the Worthington Park and Rainer Road water tanks from Dixie Painting and Sand Blasting. The combined bid was $1,168,612, compared with a combined estimate of $1,222,000; staff said the prior tank contractor’s contract had been canceled for nonperformance. Commissioners requested the bid tabulation, and the Rainer Road tank work is planned for spring, with the Worthington Park tank scheduled for fall. The financial report showed $36.3 million in total revenue and $3.3 million in net profit through September. No other major procurement awards were identified.
