The Union County Schools SC Board held a special-called work session on October 14, 2026 (the meeting title references 10/25/2026). Staff reviewed a proposed referendum capital plan, including a new elementary school at the Foster Park site combining Foster Park and Monarch, estimated at about $53.7 million; a Kate Center project in partnership with Spartanburg Community College; and possible repurposing of Monarch and existing Kate Center space. Staff also presented preliminary five-year capital and technology projections, including districtwide HVAC and phone/intercom needs, student devices, and facility maintenance. These were planning discussions only: no construction contract, vendor selection, or procurement award was approved. The board approved the agenda and electronic participation by vote.

The board reviewed district finances supporting future capital work. Staff reported a $9.3 million district building fund balance and a $514,000 district capital fund balance at the end of 2025, and said annual bond issuance typically provides about $1.2 million for specified capital projects. Members discussed lower-than-projected revenues from fee-in-lieu-of-tax agreements, including the difference between older 51% arrangements and newer 10% arrangements. The superintendent and finance staff were asked to seek projected revenue information and identify remaining agreements at the older rate to inform future budgets. No expenditure or procurement action was taken.
