The City of Oak Harbor Marina Advisory Commission met on October 12, 2026. The finance director reviewed the marina’s proposed 2027–28 biennial budget, including roughly $800,000 in transfers to the Marina Capital Project Fund for major work. Planned projects discussed included a $400,000 log-boom replacement required under the DNR lease and approximately $300,000–$400,000 for marina improvements and repairs, including bathroom, electrical, and water upgrades. Commissioners emphasized the need to budget for power-pedestal and ELCI-breaker upgrades. No budget or procurement award vote was taken; the full capital-project details were expected with the preliminary budget in November.

The Public Works Administration Manager presented the city’s procurement process and noted that council had raised purchasing approval thresholds in May: department-director authority increased from $5,000 to $10,000, and the relevant service-contract and architecture-and-engineering thresholds increased to $75,000, above which council approval is required. The city plans vendor outreach and training, and expects to revise its procurement policy in early 2027 in response to state-level rule changes. The commission also discussed permitting delays for dredging and the breakwater; dredging procurement timing depends on permits, and members raised concerns that a late permit could jeopardize the 2027 fish-window schedule. Other discussion included marina occupancy, fuel discounts, safety ladders, and proposed moorage-rate changes.
