The City of West Allis Administration and Economic Development Committees met on October 13, 2026. The committees approved a first allocation of about $500,000 from an affordable-housing fund created with excess TIF increment; the city reported roughly $1.9 million in the fund, with statutory limits on how it may be used. They also approved extending Milwaukee Plumbing/MPP Enterprises LLC’s economic development loan: about $69,000 remains on the original $100,000 loan, and the five-year extension will double monthly payments and amortize the balance. The committee approved a new Class B tavern license for Lucky Ginger LLC, doing business as Lucky Ginger, at 7420 W. Greenfield Avenue.
The administration committee received the initial 2027 budget presentation; it was not a final approval. The proposal includes a 2.9% expenditure increase, utility rate increases estimated at about $30 annually for an average single-family home, nearly $2 million in additional annual borrowing for lead-service-line replacement, and $6.8 million in planned innovation-grant spending. A $125,000 grant for fire-department PPE was reflected in the capital plan, and special-assessment software was shifted from the operating budget to capital. Staff also presented a potential City Hall renovation and reuse project: a $450,000 design-planning amount is included in the capital plan, and staff expects to bring a resolution to start an RFP process at the October 17 council meeting; no renovation decision was made. The budget public hearing is scheduled for November 10, with council action planned for November 17. In a separate public-safety discussion, a seasonal event application was considered, with use of CDA-owned land still requiring CDA permission; the transcript ends before the committee’s final disposition is clear.
