The City of Encinitas Mobility and Traffic Safety Commission met on October 12, 2026. The Sheriff’s Office reported September enforcement and collision statistics, including 101 speeding citations, 66 cell-phone citations, 27 collisions, and 14 DUI arrests. The commission approved a recommendation to advance a revised list of streets for AB 43 speed-limit reductions to the City Council. Members also discussed the commission’s annual work plan, including bicycle safety, daylighting, speed-camera research, and traffic-safety projects; no new contracts, vendor selections, or procurement awards were identified.
The commission passed a motion recommending that the City Council direct staff to remove the South Coast Highway 101 protected cycle-track bollards and wheel blocks between Chesterfield Drive and the Solana Beach border and replace them with buffered painted bike lanes. The presentation cited an estimated cost of approximately $100,000–$200,000 for preparation, slurry seal, and restriping, potentially covered by contingency or street-resurfacing budgets; no funding was approved. Members tabled a separate proposal to withdraw prior support for two HSIP projects pending review of their 30% designs. Staff cited grant amounts of $801,000 for Encinitas Boulevard and $442,000 for El Camino Real and said design costs have already been incurred. The commission also agreed to agendize discussion of alcohol-license concentration and traffic safety for a future meeting.
