GMCS Board of Education meeting, October 15, 2026. The board considered financing for voter-approved capital projects and approved resolutions for a $9.125 million Series 2027 general obligation bond sale through the New Mexico Finance Authority, along with the authority’s financial-assistance application. The proceeds are intended for high school construction, David Skeet renovation, and remaining athletic facilities at Tohatchi. The district’s adviser, RBC Capital Markets, said the plan is designed to maintain current tax rates; preliminary borrowing was estimated at about 4.2% interest, with closing scheduled for January 22. The district reported $17.84 million in existing debt and identified the NMFA as its lowest-cost financing option. The board also approved a memorandum of understanding with Prosperity Works for a student guaranteed-income program: external philanthropic funding will provide $500 monthly for eight months to 20 students at two schools, alongside financial-literacy education; the funding is not identified as a district expenditure.
The board also approved offering long-term disability coverage through NMSIA under a state requirement, with the district paying 80% of premiums and employees 20%, and a 30-day waiting period. Administration estimated the district’s maximum cost at approximately $515,000 for fiscal year 2028; funding is to be addressed through the district budget and finance committee. No competitive procurement, vendor award, or bid approval was identified. Other discussion included public-comment policy, staff survey findings, student achievement, and a student dress-code revision.
