🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

Lancaster County Council’s regular meeting on October 12, 2026, included updates on major public-safety and infrastructure projects and discussion of how to finance future capital needs. Staff reported that two proposed EMS stations—Heath Springs and Indian Land—were competitively bid, with estimated construction costs of approximately $3.94 million and $3.865 million, respectively, compared with $1.8 million allocated through Capital Project Sales Tax III. Council members expressed a strong preference to pursue both stations and asked staff to develop funding scenarios and provide the bid information; no funding vote was taken. Staff also reported that 17 firms submitted qualifications for the Harrisburg Road fire station design-build project, with more defined costs expected in January or February 2027. For a proposed corporate hangar, approximately $900,000 is allocated from the sales tax and $150,000 is available from South Carolina Aeronautics, with grants and private funding also under consideration. Council and its financial adviser discussed developing a prioritized capital-project plan and a predictable debt-millage approach, but took no formal action on financing.

The detention center project was reported at about 74% complete, with approximately $58 million spent against a $90 million budget; substantial completion is planned for March 2027 and occupancy for July 2027. The Lancaster County Archive Center presentation noted $2.13 million raised for construction, including $1.9 million in state funding, and named Perception Builders as the construction partner. Council unanimously approved the second reading of the Unified Development Ordinance and the third reading of another ordinance; the UDO discussion included public comments on manufactured-housing zoning. The consent agenda was also approved. No new contract award or capital-spending authorization was voted on during the meeting.
