Larimer County Board of County Commissioners work session on October 12, 2026, focused on the county’s public housing authorities and affordable-housing programs. Housing Catalyst, Estes Park Housing Authority, and Loveland Housing Authority described development and preservation pipelines that depend heavily on competitive low-income housing tax credits and limited private activity bond allocations. Projects discussed included Housing Catalyst’s 73-unit Village on Eastbrook, a planned 100-unit development at 314 North House, and preservation of more than 90 units; Estes Park’s recent acquisitions totaling 117 workforce-housing units and further development plans; and Loveland’s planned renovation of 56 Rock Crest apartments and a project to develop 185 home lots for partner organizations. Estes Park reported approximately $800,000 in predevelopment costs on one project and estimated mountain-community development costs of $550,000–$650,000 per unit. Commissioners also noted a county investment of approximately $1.5–$2 million in the Fish Hatchery project.

The authorities described funding pressures, including construction costs, limited bond capacity, and federal voucher and homelessness-program funding changes. They said the federal requirement for private activity bonds to qualify for 4% tax credits was reduced from 50% to 25%, potentially allowing more projects to use the program. Housing Catalyst said the authorities would bring the county a proposal seeking priority for housing authorities in future allocations of private activity bonds and other housing resources; county staff said it would be considered through the county’s housing-action-plan and bond-prioritization processes, with materials shared with commissioners and the relevant committee. No procurement awards, spending motions, or votes were recorded.
