At its October 12, 2026, meeting, the Cullman City Council approved Resolution 202055 to enter into a contract with Goodwin Mills and Kaywood to guide development of a comprehensive strategic plan. The city said it used an RFP, an internal scoring committee, and vendor demonstrations to select the team; the contract amount was not stated. The plan will involve city departments, council members, residents, and other stakeholders. The council also heard that the plan could help the city pursue grants, but no grant funding was approved at this meeting.

Public Works reported that the Street Department purchased a budgeted lowboy truck for $204,500, under the $215,000 budget. The city’s recycling carts are ready to be ordered, but no purchase approval was requested or voted on; about 400 residents had signed up, with the program expected to begin in January. IT reported that budgeted replacement laptops and desktops had been ordered, and a fiber infrastructure project at the wastewater treatment plant and traffic department was progressing. The airport apron project was nearing its final punch list, with taxiway seal coating to follow; no project costs were provided.
