The Fresno City Council meeting on October 8, 2026, included a workshop on West Coast Waste’s proposed organic-waste digestion and renewable-energy project. The company described a facility that could convert green waste into renewable natural gas and electricity, with an all-electric or hydrogen-capable fleet, and said it had secured grant support and a USDA loan guarantee of up to $120 million. It proposed a new agreement with the city to process organics and meet procurement obligations for products derived from them; the presentation cited about 130 construction jobs and 40 permanent jobs. Council discussed project costs, timing, environmental and community considerations, and the current waste-processing contract, but took no action to approve the project or a new agreement. A consent item concerning citywide security-services requirements, identified in the agenda as involving Allied Universal, was approved 7–0. A recycled-water user-agreement item was postponed to October 22, and a separate bid item was held for further discussion, with staff responses to be provided by memo.
The council also considered initiating the Proposition 218 process for proposed water and wastewater rate updates. Staff said the action would begin public notice and protest procedures—not itself approve rate increases—and estimated the process would cost about $700,000–$800,000. After discussion of affordability, reserves, infrastructure needs, and the time available to review the proposal, a motion to bring the item back on November 5, after the general election, passed 6–1; no rate changes were approved. The balance of the consent calendar passed 5–0. Other agenda items included proclamations and community reports, with no additional procurement awards identified.
