The Fresno Parks, Recreation and Arts Commission met on October 12, 2026, to review the Parks Department’s Measure P budget and capital projects and receive public input on arts and culture grants. Staff reported $98,677,900 in total Measure P appropriations for FY 2027 across the funding categories; unappropriated balances remain within their respective Measure P categories. The presentation covered completed and active park improvements, including new and renovated parks, courts, restrooms, shade structures, and basin projects with walking trails and exercise equipment. Staff said additional Les Kimber Park amenities were designed and expected to go out to bid shortly. Commissioners discussed which projects serve designated highest-needs areas, basin flood-season access and maintenance arrangements, and possible future grant funding. The commission made no FY 2028 budget recommendations or project-funding decisions at this meeting; no contract awards or procurement approvals were identified.

Public commenters raised concerns about delayed Cycle 2 arts-grant payments, documentation and signature requirements, and application-submission technical problems affecting Cycle 3. Staff attributed delays primarily to expenditure documentation and questions about organizations’ signature authority, and said grantees would be notified of an October 31 deadline to provide outstanding documents. Staff reported 111 Cycle 3 applications had been received by the September 30 deadline, with review and scoring not yet underway. The chair urged timely grant payments and applicant support; no formal action on the grant issues was taken.
