At the Martinez Unified School District regular board meeting on October 12, 2026, the board approved Resolution 2027-07 to proceed with a design-build agreement for Alhambra High School’s Building F replacement and campus modernization project. Staff identified BHM as the lowest responsive bidder through the RFP process, with a base bid of approximately $30.5 million and about $1.7 million in selected alternates, for approximately $32.2 million in construction work. The alternates include facility upgrades such as replacing the aging central plant with classroom-level heating and cooling units. The project will draw on Measure O bond funds and Fund 35; staff also discussed construction-cost escalation, possible additional use of Fund 35, future bond sales, and anticipated state reimbursement, including about $5.6 million for the completed John Swett project. A public commenter raised concerns about whether the district’s project labor agreement could affect bidder participation and project costs; no related policy change was made.

The board also considered a CSEA-negotiated job description for a wellness intake specialist at Alhambra High School, funded by the Martinez Education Foundation, and approved a negotiated salary increase for Martinez Adult Education apprenticeship teachers associated with Heat and Frost Insulators Local 16. The meeting also recognized the Martinez Refining Company for fundraising and support, including $281,000 raised this year for district schools, and heard advocacy for Proposition 3 to preserve existing school funding. No other major purchasing decisions were identified.
