The October 12, 2026, Woodburn City Council meeting approved several grants and capital-project expenditures. Council accepted a $150,000 Oregon Department of Transportation Safe Routes to School grant for a part-time coordinator and a $106,610 Oregon Department of Land Conservation and Development green-infrastructure grant for planting and maintenance along Mill Creek. It also accepted a $250,000 HUD community-project grant for the Settlemier Park project. Council authorized $350,000 in additional contingency expenditure authority for Settlemier Park improvements and approved transferring appropriations for the grant and park work. For the Woodburn Community Center project, council approved a $150,000 increase to the Opsis Architecture LLP agreement, bringing it to $2,540,258 plus estimated reimbursable expenses of $46,868, and approved an additional $1,550,000 in city-controlled construction contingency.

Council authorized purchase of a 40-foot battery-electric transit bus from Gillig LLC for $1,373,280, using a Washington State contract and grant funding; charging equipment will be brought back for separate authorization. It awarded the Woodland Avenue crosswalk construction contract to DND Concrete and Utilities for approximately $52,940, with an additional $5,000 contingency (the transcript’s award amount is garbled). Council also approved an updated public-contracting ordinance, replacing the city’s 2005 ordinance and clarifying purchasing authority, procedures, and contract-class exemptions. The presentation described informal quote requirements for intermediate procurements and formal competitive selection for large procurements. No contract amount was stated for the executive-session authorization to amend the city manager’s employment contract.
