The Montgomery County Council Transportation and Environment Committee worksession on October 12, 2026, adopted Executive Regulations 2525 and 2625 without objection. The regulations repeal and replace the county’s road-design rules to implement its Complete Streets framework; staff reported no net fiscal impact, and several technical clarifications were left for future updates. The committee also reviewed WSSC Water’s preliminary FY2028 budget: about $2 billion total, including $742.8 million for capital projects and a six-year capital program of $4.71 billion. The budget addresses aging water and sewer infrastructure, facility and electrical reliability, pipes, and water quality. WSSC identified three additional projects totaling about $133 million to accelerate electrical work, but funding has not yet been identified. The committee expressed support for advancing WSSC’s 7% rate-increase base-case scenario, alongside related debt and operating assumptions, for further discussion by the full council; no final rate approval occurred at this meeting.

The committee also continued its review of the 10-year water supply and sewer plan, discussing policies on extensions and transfers of water and sewer service, including commercial properties and the Palatine area. Staff will confer on possible clarifying language for the adjoining-mains policy; broader policy questions remain for future consideration. No contract awards, vendor selections, or bid approvals were identified.
