The O’Fallon City Council workshop and meeting, held October 8, 2026 (the meeting title is dated October 9), included several infrastructure and funding matters. Council approved Bill 7891, an agreement with the Missouri Highways and Transportation Commission for a Transportation Alternatives Program project, by a 9–0 vote. Resolution 108-2026B, authorizing an agreement with Municipal Equipment Company, Inc. for sanitary sewer equipment, also passed. Staff requested removal of Resolution 108-2026C, which concerned funding chiller-motor replacement at the Justice Center, to reconsider a strategy for replacing multiple motors; no action was taken on it. Bills 7893, a funding agreement with St. Charles, 7894, a 2026 budget amendment, and 7895, authorizing conveyance of excess Wingfoot Drive right-of-way property, received first readings, not final approval.
Staff presented proposed planning and engineering fee changes, including collecting review and publication costs upfront and increasing or adding certain engineering review, driveway, and reinspection fees. Council discussed publication options and public-notice reach, as well as whether fees should adjust periodically; no fee changes were approved. A separate presentation explained pavement-program funding sources and the city’s proposed 2027 funding mix, including nearly $20 million requested for the street and road improvement fund and possible future bond financing. The discussion was informational, with no pavement contract award or bond authorization identified.
