The City of Sacramento Community Police Review Commission met on August 12, 2024. The commission discussed draft recommendations for Sacramento Police Department’s military equipment use policy and annual report under AB 481. Recommendations addressed greater disclosure of equipment inventories, quantities, acquisition and ongoing costs, fiscal impacts, approved uses and restrictions; written justifications for purchases; review of reasonable alternatives; and clearer reporting and oversight. The commission approved the recommendations, including a recommendation to establish a workable reporting timeline in coordination with the City Attorney and police department. No contract award, specific equipment purchase, or dollar amount was presented for approval; the discussion concerned policy and transparency around potential acquisitions and use of equipment.
The commission also approved a motion to plan a community engagement meeting, ideally in October and in collaboration with the police department, focused on community policing/non-emergency response and traffic safety enforcement; the date, format, and final scope remained to be worked out with staff. The meeting included a police department presentation on racial and identity profiling data collection and compliance, followed by questions about data access and reporting. No other procurement activity was identified.
