Peoria County Zoning Board of Appeals hearing, October 1, 2026 (Session 2), continued testimony about the proposed Four Creeks wind project and its economic effects. A witness discussed an economic-impact analysis for the Repsol-associated project, including projected construction and operations jobs, local supply-chain spending, wages, and property-tax revenue. The witness said some workers and landowner payments may come from outside Peoria County, and that the analysis did not include a cost-benefit assessment or quantify potential effects on property values, population migration, displaced jobs in other forms of electricity generation, or shortages and price changes in local labor and materials. The witness also explained that project costs for certain landowner compensation were included, and that the analysis assumed continuation of the Illinois turbine-valuation statute beyond its scheduled 2035 sunset.

Board and public questions examined the projections, including the distribution of tax benefits, possible school state-aid effects, and whether local construction workers and suppliers would receive the anticipated economic benefits. No procurement decision, contract award, spending vote, or project approval was reported. The board recessed for lunch and planned to discuss scheduling before informing the public about next steps.
