The City of Eugene Police Commission met on October 8, 2026. The commission unanimously amended the agenda to include a video about Common Ground, a downtown cleanup and employment pilot employing 22 formerly unhoused people. The program is currently funded by a private foundation; the discussion noted that expanding similar efforts to other areas would depend on refining the program and securing funding. Commissioners also discussed the Community Safety Payroll Tax (CSPT), including a City Council work session scheduled for October 14 on program results and possible adjustments, and future decisions about stabilizing the fund. The police chief reported 33 department vacancies, including approximately 22–23 police officer positions, and described recruitment efforts.
The chief explained the workload and fee calculation for a broad public-records request, which sought eight years of records and generated an estimated 2.6 million files for review; the District Attorney’s Office upheld the fee determination. The commission reviewed vehicle towing and impoundment policies and voted unanimously to advance Policy 610, with clarification and wording edits to be addressed. The commission also approved the September minutes by majority vote. No contract awards, RFPs, vendor selections, or public purchasing approvals were identified.
