Peoria County Zoning Board of Appeals hearing, Session 2, October 7, 2026, continued testimony on a proposed wind-energy project. Jet Air president Philip Wolfford raised concerns about aviation safety, citing low-altitude general aviation and Air National Guard flight paths, limited transponder/ADSB coverage, and a reported 2024 fatal wind-turbine collision involving a biplane. He also disputed the applicant’s estimate of 944 low-altitude flights near the project area. Crest Corporation manufacturing director Nicholas Cosby described local hiring needs and workforce challenges. Resident Ben Newman testified about projected noise and shadow flicker at his home, and expressed concern that construction could require more than 400 million gallons of water without a stated sourcing plan. Testimony referred to turbines approximately 650 feet tall and a project layout with about 113 turbines.
