The Eugene City Council work session on October 14, 2026, provided an update on the Community Safety Payroll Tax (CSPT), its funded services, and potential future investments. Staff described investments across youth prevention, fire prevention, police response, courts, victim services, shelter, and behavioral-health-related programs, emphasizing how the services operate as an integrated system. The initial investment plan identified $23.6 million in needs. The presentation also reported that CSPT funds had supported the purchase of three ambulances, technology tools, additional jail beds, and staffing and facility capacity; no new contract awards or purchasing approvals were presented for a vote at this informational session.
Staff identified possible near-term funding extensions for shelter, fire and EMS, peer navigation, and victim assistance, as well as potential investments including a 911 backup center, a West Eugene public safety station, and a Youth Services Network. The rapid-response clean team’s funding is also due to expire at the end of the fiscal year, while further behavioral-health and crisis-response gap analysis is underway. Council discussion stressed uncertainty about continuation of the payroll tax and the need to defer longer-term commitments—such as leases, tenant improvements, and additional hiring—until council determines the program’s future. No motions or votes were taken.
