The City of Socorro Regular City Council meeting was held October 15, 2026. Council approved Resolution 865 authorizing an application for up to $750,000 in Texas Community Development Block Grant funding for Nancy Road drainage improvements, with an anticipated local match of approximately $112,500 from 2026 certificates of obligation. Council also approved the required CDBG civil-rights policies and commitments. For public transit, council approved updates to the transit development plan reflecting approximately $770,000 in annual federal transit allocations and the use of an 80/20 capital-cost-of-contracting match structure; staff said there was no additional financial impact from the update and described a goal of developing 11 bus-stop shelters with amenities over three years. Council separately approved the annual transit safety-plan update, with service to be provided through ETA and TransDev.

Other spending-related actions included approval of a municipal court judge independent-contractor agreement at $6,000 per month ($72,000 annually), a 20% increase from the prior $60,000 annual amount, and approval of a fully grant-funded DEA task-force officer memorandum of agreement. Council ratified moving the police accreditation manager position from grant funding to the general fund and approved several job descriptions. It also approved a permit-fee waiver and use of city sound equipment for a community event. The meeting included an emergency-preparedness presentation describing sandbagging, water removal, and heavy-equipment work, but no related contract award was presented. Council directed staff to prepare proposed noise-ordinance and residential lot-area amendments; these were directions for further review, not final code changes.
