The Diamond Head–Kapahulu–St. Louis Heights Neighborhood Board No. 5 regular meeting was held October 9, 2026. No contract awards, bids, vendor selections, or procurement-related spending votes were identified. The Board of Water Supply reported that a project addressing the Dole Street 20-inch water-main break is in design, though construction timing is unknown; work on the Monsarrat water-system improvements is awaiting materials for new service laterals. The board also received updates on planned pedestrian-safety improvements on Waiʻalae Avenue, including a refuge island and flashing beacons expected to be installed later in October. City Council staff reported that Bill 57 had passed its first reading; it would require the Parks and Recreation Department to develop a schedule for resurfacing community sports courts, but no funding or contract was discussed.
The Neighborhood Commission Office noted that approximately $10–11 million is generally available through the city’s Grants and Aid program for nonprofits, and the governor’s office described green-fee investments in disaster mitigation and resilience; no specific awards were made. The board unanimously approved a certificate of appreciation for Senator Les Ihara and approved its August and September minutes with a correction. It also established a special committee to work on an informational brochure about the neighborhood board system. Other discussion covered a community event at Kapiʻolani Community College, park conditions and uses, and environmental concerns about proposed development at Kakaʻako Makai.
