The Norfolk Public Schools Board held a workshop on October 14, 2026. The board received an elementary and middle school literacy update based on Lexia Learning, which the division is using as its common monitoring platform during a transition year. Staff described plans to monitor student participation and progress and provide additional support, especially at middle schools; no new purchase or contract award was presented. The board also reviewed September finances: revenues were about $117.4 million, while expenditures and encumbrances totaled about $124.4 million, including roughly $37 million in encumbrances. Staff said the difference reflected funds committed through contracts and purchase orders and did not necessarily indicate an operating deficit. The board approved the monthly financial report subject to audit. Federal impact aid application processing and possible automation through ParentVUE were discussed, but no related purchasing action was taken.
The board heard a legislative priorities presentation covering state education funding, school construction, free meals, testing, and other education issues; members supported adding opposition to unfunded mandates. Public comments on phase-two school consolidation and zoning raised concerns about transition support, employee compensation, family communication, and funding for replacement facilities, including the Jay-Hox rebuild and Suburban Park. These were requests for further planning, not board approvals. The board closed the public hearing and discussed the need for additional review and a transparent board discussion before voting on phase two; no consolidation or capital-project vote occurred at this meeting.
