Kaysville Planning Commission meeting โ€” October 8, 2026. The commission held public hearings on two land-use text amendments. It recommended approval of a change clarifying that animal-separation requirements apply to the primary dwelling rather than an accessory dwelling unit, and recommended an amendment to have variance appeals heard by an administrative law judge (ALJ), extending the cityโ€™s earlier change for other land-use appeals. Discussion of the ALJ amendment included concerns about access and formality for residents appealing decisions, as well as the need for impartial review. Staff said an RFP for an ALJ had been issued and would close the following day; the transcript identifies no award, vendor, or dollar amount. The commission also approved its September 10 minutes.

Staff welcomed new Senior Planner Tyson Stoddard and previewed upcoming planning items: a proposed mixed-use rezoning for an insurance office with a residence above, a work session on commercial landscape buffers, and a proposed R18-to-R18 PUD rezoning to create access for four lots. These were upcoming matters, not procurement decisions, and no budget allocations or other spending approvals were identified.
