Procurement approaches discussed included municipal ownership of solar equipment, power-purchase agreements, and using the Connecticut Green Bank to bundle projects and solicit proposals through an RFP; Ridgefield officials noted that project paperwork and utility interconnection approvals can cause delays. Participants also discussed a $3 million ARPA allocation in New Canaan, including $500,000 for a YMCA cogeneration project. Speakers cautioned that Connecticut’s net-metering arrangement was expected to expire in 2027 and that a successor program was uncertain, and urged municipalities to assess available incentives while planning future projects.
