The Jefferson County Development Authority’s special Site Development, Grants, and Projects committee meeting was held October 6, 2026. The committee reviewed two West Virginia site-development micro-grants of $75,000 each: one for the Jefferson Orchard site on Granny Smith Lane and one for Lot 36 at Burr Business Park. Members discussed how best to use the funds for site due diligence and development readiness. The state representative noted that grant-funded sites are subject to use restrictions; if a property is sold or used for an ineligible purpose, grant funds may have to be repaid.

The committee passed two motions recommending that the full JCDA board engage ZMM Architects and Engineers for site analyses. For Jefferson Orchard, the requested work is to assess development options and costs, including what due diligence may be needed to determine how to make the site buildable; members discussed checking for existing environmental studies and the potential need for further assessment. For Lot 36, the recommendation is for analysis addressing timber value, survey and topographic contours, and future development planning. Timber valuation and surveying were discussed, but no separate RFP or expenditure was approved at this meeting, and no contract amount was specified; both actions were recommendations to the JCDA board.
