The Jefferson County Commission meeting was held August 6, 2026. Procurement and spending actions included approval of the August 6 requisitions and payroll, and approval to hire part-time trip guard Beverly Lafleur at $22.50 per hour. The Commission also approved assessor-office employee Michael Dillow at a $50,000 starting salary beginning August 10, funded through the assessor’s valuation fund. School safety officer agreements covering four positions were approved unanimously, contingent on review of benefit figures and with any material changes to return to the Commission; staff said the agreements would remain budget neutral. The Commission approved a $9,522 impact-fee refund for a withdrawn building-permit application and a separate full building-permit-fee refund, for which no amount was stated.

Staff reported $131,854 in county spending to date on animal-control facility improvements, including roof work and building systems; in-house labor added an estimated $100,000 in value. A kennel-fencing replacement quote of approximately $25,000 was discussed, with additional fencing, flooring, and block-work needs still to be scoped. Grant funding is being pursued, and the Commission has not yet identified a funding source or authorized procurement for the remaining work. Parks staff presented FY27 impact-fee capital-plan changes, including a $200,000 increase bringing the James Hite Park utilities estimate to $2 million, and other project increases, decreases, and schedule changes; the transcript does not clearly capture a Commission vote on those adjustments. The Commission also directed staff to work with legal counsel on proposed fire-department identification regulatory changes intended to let county emergency-services staff supplement volunteer departments without requiring the county to maintain its own fire apparatus. Other major discussion included unanimous resolutions opposing the proposed Valley North transmission line and discussion of possible future limits on procurement of expanded surveillance-camera technologies; no purchase or related policy was approved in that discussion.
