The Jefferson County, West Virginia, Planning Commission met on August 3, 2026. The commission reviewed a concept plan for Summit Point Automotive Research Center LLC’s proposed expansion of an existing shooting range at 2011 Motorsports Park Circle. The plan includes a roughly 12,000-square-foot roof over the existing gravel range and a modest expansion of the gravel area. The applicant’s engineer, John Eisenhower of Integrity Federal Services, described the project as supporting a federal law-enforcement agency’s range requirements. Staff said the concept plan was complete and the proposal was generally consistent with the applicable zoning determination.

After discussion and no public comments, the commission voted to authorize the applicant to proceed to the site-plan phase. Commissioners requested a more comprehensive schematic of future plans and a range cross-section showing elevations and safety considerations; staff said required permits and standards would be addressed during the process. The discussion also noted that approximately 1.1 acres of impervious-area capacity would remain after construction. No county procurement, contract award, or purchasing action was identified.
