The Peoria County Zoning Board of Appeals continued a hearing on September 30, 2026, concerning a proposed wind energy project. Cross-examination of a wildlife consultant focused on endangered and threatened species and habitats identified in the consultant’s 2022 study and in recent Illinois Department of Natural Resources (IDNR) correspondence. The discussion covered recommended setbacks, seasonal turbine curtailment from July 15 through October 15 at wind speeds of 6.9 meters per second or less, potential incidental-take authorization, and additional measures IDNR asked the county to consider, including wildlife-conscious lighting and erosion controls. The witness said Repsol had offered curtailment for three turbines, but had not committed to that measure for all turbines throughout the project’s life; the applicant intended to follow IDNR measures until obtaining incidental-take authorization. The hearing also examined whether the submitted application materials adequately documented wildlife impacts, avoidance, and mitigation.

No procurement activity, contract award, spending decision, or vote was identified. The session consisted primarily of testimony and questioning; the board recessed for lunch, with the hearing to resume afterward.
