Kenosha County Finance/Administration Committee meeting, October 15, 2026: The committee reviewed second-quarter revolving-loan activity. All loans were in good standing, with no new loans or pending applications reported. Support for TG3 Electronics’ expansion totals $1 million from county and city revolving-loan funds; the project is adding about 12,000 square feet and is expected to create approximately 15 jobs. The report also noted recovery of $200,000 from Spartan Fasteners after it failed to meet its job commitment, and described other local business investments and job impacts. The county expects to receive just under $250,000 through a WEDC grant for county marketing and eligible employer relocation assistance.

The committee approved a right-of-way plat and relocation order for the County Trunk Highway C bridge project, scheduled for 2028. Six parcels are affected; the budget includes $500,000 for acquisition, with a current estimate of about $300,000. It also authorized an application for a 50/50 DNR grant to stock Freedom Lake with sportfish, approved purchases of an autoclave, pharmacy refrigerator, and laboratory freezer for Human Services using previously available funds, and consented to taxable revenue bonds for the Inspired Pleasant Prairie residential project. Staff emphasized that the county is not issuing or guaranteeing those bonds and assumes no debt or rating impact. The committee also agreed to attach its reviewed fraud policy to the budget resolution. The financial update cited an estimated $800,000 general-fund surplus, while noting sales-tax revenue below projection, higher sheriff overtime, and unrealized investment losses; the county’s investment portfolio was reported at about $49 million.
