The City of Columbia Planning Commission met on October 8, 2026. Commissioners approved the September 10 meeting minutes and the remaining consent-agenda items; a major site-plan amendment for The Antique Apartments was removed for separate consideration. The commission approved increasing the project from 174 to 178 units, with the building exterior and commercial space unchanged, subject to staff comments and applicable site-plan standards. The vote was 5–0. Commissioners also approved Harmony Village, a first phase of 80 subsidized multifamily units for the Columbia Housing Authority, and The Flats at Lake Murray Boulevard, a 300-unit apartment development. Both approvals were subject to staff comments and site-plan standards; the Lake Murray project is also addressing a fire department request for a second emergency access point. No contract awards, vendor selections, or project dollar amounts were discussed.

Staff previewed the draft City roadway safety action plan, expected to return for review in November. The plan is supported by a federal Safe Streets and Roads for All planning grant and includes safety strategies, conceptual street and intersection designs, and a high-injury network analysis. The presentation noted the City Council’s Vision Zero target of zero roadway deaths and serious injuries by 2036. No procurement action related to the plan was taken at this meeting.
