The City of Irving City Council work session on October 8, 2026, focused on procurement and funding for a proposed domestic-violence shelter and transit service. Staff reported $22.85 million secured for shelter construction—$15 million in city general funds, $5.85 million in federal community project funds, and $2 million in HOME-ARP funds—and described Archway as the sole RFP respondent. Archway proposed a 40-bed shelter and an annual operating budget of about $1.78 million, compared with the city feasibility study’s $2.6 million estimate; its long-term operating funding plan remains to be validated. Council gave consensus to continue negotiations toward an operator agreement, subject to further underwriting, facility feasibility work, fundraising milestones, and later go/no-go decisions; this was not a contract award. On the Irving Connector, VIA presented service options to address a projected $730,000 budget gap through June 2027. Several council members supported the peak/off-peak option B, under which VIA would absorb most of the remaining $215,000 gap and the city’s share would be about $15,000, but no final selection or vote was recorded. Council also requested cost-per-ride information.

Other procurement-related items reviewed for the council agenda included a proposed $500,000 advertising authorization for Visit Irving; a reported $686,960 engineering-design agreement with T. Gray? [transcript: “Tnull and Perkins”] for a 20-inch water pipeline; $30,400 in Sedalco preconstruction services for the joint public safety facility; a $328,000 Sunbelt Pools contract for Simmeron Park aquatic-facility renovations; a $1,589,454.69 Black Box Network Services phone-system expenditure; $200,000 for IDIQ traffic-engineering services; and $950,000 for audiovisual equipment and services. The transcript presents these as agenda resolutions, not as completed approvals. For the Heritage District Clean and Safe Initiative, the chief proposed contracting for private security and said staff would develop the scope and procurement approach; funding would be sought within the police budget, with no amount or award specified. Staff also cited an estimated $26,000 capital cost associated with library shelving changes. Council discussed policy direction on library collections and appeals, but no procurement action was identified for that discussion.
