The Town of Prescott Valley Town Council regular meeting was held October 8, 2026. The council approved two agreements for the aquatic and indoor recreation facility project, CIP CF2503: architectural services with Grace Design Studios LLC for $2,743,902, plus a $50,000 owner contingency, and a construction manager at risk agreement with CORE Construction Inc. for $349,476. The project is being planned in two scopes around $16 million in currently available funding and an additional $14 million contingent on the November election; construction pricing and a guaranteed maximum price will come back to council later. The council also held a public hearing on development impact fees. Staff said updated fees may be delayed until 2029 under recent state legislation and outside counsel’s advice; the fee schedule is expected to return for consideration in November. Separately, council approved a notice of intent to increase water and wastewater capacity charges, with a public hearing and possible action scheduled for December 10, 2026; the charges fund infrastructure capacity, not monthly utility rates.

Council approved the Stone Ridge cell tower-related general plan amendment and zoning map change. It postponed action on the proposed AT&T/Alignex lease for equipment at Pronghorn Park until the November 12 meeting, allowing residents additional time to review records and raise concerns; no lease approval or award was made. The meeting also included approval of a resolution supporting local and regional stormwater infiltration and recharge projects, with staff noting it did not commit the town to a specific expenditure. Other enacted items included e-bike and floodplain-management code amendments and a parking-authority amendment; no procurement action was identified for those items.
