The City of Pharr Community Development Council met on October 6, 2026. The board approved a substantial amendment to the 2024–2025 action plan reallocating $300,000 in CDBG funds to repairs at the aquatic park, including deck replacement, drainage and circulation-piping work, lazy-river filtration replacement, and a net-door replacement. The project is estimated at $700,000, with the city’s Parks and Recreation Department covering the remaining $400,000. Staff said Parks had conducted procurement and obtained estimates; no contractor award was presented or approved at this meeting. The public-comment period was scheduled to close October 9.

Staff also reported plans to apply for a new Section 108 loan to reconstruct Fire Station No. 1, with an estimate under $6 million; no loan or project approval vote was taken. Six homes in the emergency repair program were ready to proceed to bidding, pending Purchasing approval, and work was underway on a seventh. The board discussed, but did not vote on, proposed Citizen Participation Plan revisions that would end paid newspaper notices and reduce council membership from 11 to seven. Staff said the HUD action plan remained pending, while the City Commission had approved the city’s proposal on August 19.
